The law firm of Frankel & Kershenbaum is expanding its Special Education Law practice and reinforcing its reputation as compassionate and effective “Lawyers for Kids and Families.”  The firm, founded by Special Education attorneys Dave Frankel and Josh Kershenbaum, has announced that it has added two new employees – a Special Education lawyer and Certified School Psychologist.

Attorney Jennifer J. Nestle is of counsel to the firm.  Jennifer comes to Frankel & Kershenbaum after working as a Special Education attorney for the School District of Philadelphia.  In that role, Jennifer represented the District in IEP meetings, pre-hearing conferences, disciplinary hearings, due process hearings and federal proceedings.  Jennifer also worked closely with school administrators and teachers on compliance with Special Education laws and regulations and presented professional development Special Education trainings to principals, psychologists, and special education liaisons.  As an attorney for children and parents, Jennifer will now bring her experience to Frankel & Kershenbaum and provide parents with unique insights into what their school districts are thinking and the most effective ways to get the Special Education services their children need.

Jennifer’s Special Education Law work at Frankel & Kershenbaum includes counseling and litigation under The Individual with Disabilities Education Act (IDEA), Section 504, and other federal and state statutes and regulations protecting the educational rights of children.  She represents parents and students in all stages of education litigation, settlement conferences, due process hearings, discipline proceedings, manifestation hearings and IEP meetings.

Prior to joining The School District of Philadelphia, Jennifer was General Counsel for Bond Medical Group in 2007.  From 1999 to 2006, Jennifer was a litigator with the law firm of Schnader Harrison Segal & Lewis LLP, where she concentrated her practice in representing both plaintiffs and defendants in complex civil litigation and appeals.  Jennifer was a clerk for the Honorable Myron H. Bright in the United States Court of Appeals for the Eight Circuit.  Jennifer is admitted to practice in Pennsylvania and New York.  She earned her J.D. from the University of Minnesota Law School, cum laude, and her B.S. from Cornell University.  Jennifer lives in Delaware County with her husband and two young sons.

Certified School Psychologist Amber Killeen, M.A., obtained her Master’s Degree in Counseling from Immaculata University with School Psychology Certification in 2006.  Amber has years of experience evaluating children and writing evaluation reports.  At Frankel & Kershenbaum, Amber uses that experience to help clients understand exactly what is contained in the evaluation reports they receive from school districts and private evaluators.  According to Frankel, “Helping parents understand what is contained in their child’s evaluation is a critical piece of the puzzle.  Amber’s ability to analyze and explain these evaluations, especially evaluations performed by school districts, gives parents the information they need to pursue the right special educational programming for their child.”

In the Central Bucks School District, Amber worked with students at the preschool, elementary, middle and high school levels.  She is trained in the administration, scoring and interpretation of cognitive, achievement and behavioral assessments.  She also has experience conducting functional behavioral assessments, behavior intervention plans and ADHD screenings as well as attending instructional support team meetings and multidisciplinary team meetings.  Amber’s experience conducting student evaluations includes individual assessments of intellectual ability and academic achievement as well as assessments of social-emotional functioning.  The evaluations also included review of records, parent/teacher/student input and testing observations.  In addition, Amber conducted full evaluations including academic and achievement testing, assessment of social-emotional functioning and performance within the classroom for elementary school students.

Amber first began working with kids on the Autism spectrum back in the 1990’s while she was an undergraduate student at St. Joseph’s University.  She received her graduate degree in Counseling Psychology with School Psychology Certification from Immaculata University.  Prior to joining Frankel & Kershenbaum, Amber worked for Associates of Springfield Psychological in Springfield, Pennsylvania.

Amber lives in Delaware County with her husband and children.
