Heather has practiced in the area of educational law for over a decade. Her primary focus is school-age and early intervention special education matters. She has extensive experience representing clients in all aspects of educational claims from attending IEP meetings to litigating matters before the Office of Dispute Resolution (ODR) and the federal court. She is well-versed in the IDEA, Section 504 of the Rehabilitation Act, ADA and related laws and regulations.

Prior to joining Raffaele & Associates, Heather was an attorney in the Education Law Group at Fox Rothschild, LLP for six years. Before Fox Rothschild, Heather was a special education attorney at a law firm in Huntington Valley, PA. She further has served as Assistant General Counsel for the School District of Philadelphia and Assistant City Solicitor for the City of Philadelphia’s Child Welfare Unit.
Heather graduated from Widener Law School in 2003. While in law school, she was the articles editor for the Widener Law Review. She further has a B.A. in Political Science from Temple University, from which she graduated magna cum laude in 2000. Heather is barred in Pennsylvania.
Heather lives in Philadelphia with her husband and son.
